Postmark ‘SAIGON CENTRAL COCHINCHINE 2E/24 OCT 92’
In 1906 the French administration was surprised by the number of “Error” surcharges being sold on the Philatelic market. The quality control commission found this inexplicable.
Discovered was a massive fraud organized by the printers and postal workers of the 1904 & 1906 series. The idea was simple; purchase non surcharged stamps at the central post office; spend the whole night surcharging the different values with a number of errors (inverted, double surcharges, errors in the characters, color variants) and then mix the sheets in with the official surcharged stamps! The control commission only saw genuine stamps, not the “errors” at the bottom of the pile.
The scandal broke out in 1907 and yet the judges dismissed the incriminated, only to revoke the officials involved. More harm was done towards the poor stamp collector defrauded by having too pay a high price for these “errors”.
In addition too these genuine “forged errors”; comparatively though; few forgeries exist. As far as the surcharged stamps of 1901 (5c CANTON and 15c HOIHAO) this was the consequence of poor official control which consisted of placing the stamp sheets of the same value in one pile regardless of the stamp type.
